How a country network joins North

North Global is the master desk. A country network is a division with its own reading of that desk: palette, type, motion and the order of the page.

The join is a configuration record. It names the theme, the languages, the regions that are actually open, and the products that desk runs. France currently opens one region, Hauts-de-France. Deutschland, Belgium and Canada open none yet.

Language is a separate field. Belgium can be read in French, Dutch or English without becoming three countries.
